	The planning process should be divided into six phases, the first sould be represented by the main analysis of the features of the coastal area in order to define the priority interventions. After that, we consider that the planning process should start before the financing part and after that, it is important to be sure that the interventions could take place( with the helping of all the partnerships and specialists). The last part is represented by the implementations and then the final project could be done. The whole process should last approximately 20 years, according to its mainly public nature, even if its elements have the virtue of being achieved at different times in case of technical or economic issues. 			The second intervention implies developing an educationl area: Năvodari-Mamaia-Constanța. This educational area has the role of activating the area through education on the whole year (and not only during the summer, as tourism does). This area will include various learning centers and research based on observation will be a priority. The development of road infrastructure and public transport will also be encouraged by the appearance of this educational area.
